Planning and financing of the development of dialysis centers’ infrastructure

Abstract

An indispensable organisational precondition for
the provision of health services is that the entity
providing medical treatment possesses a specific
technical infrastructure. Thus, the technical
infrastructure constitutes an integral element of
health services, including haemodialysis. In case
of a dialysis centre, these are following elements:
rooms, utility networks and internal distribution
systems, active medical devices and other technical
equipment.
In order to determine indispensable amount of investment
to create, restore and exploit technical
infrastructure of dialysis therapy in the scale of
a country in next five years, the theoretical model of
a dialysis centre has been developed.
Using this model, and basing on statistical data from
national registers, as well as their own data, the authors
attempt to outline the directions of planning
and development of the technical infrastructure,
which comply with demographic and epidemiological
needs of Polish population of patients with endstage
renal disease.
One of the objectives of the work is also bringing
more transparency to discuss the technical infrastructure
financing dialysis, the cost of being an
integral part of a medical procedure should be fully
included in the price of services. Example of dialysis
can be a starting point for discussion on the functions
of state health policy and its role as a regulator
of the health care system in Poland.
One of the assumptions of the study is the introduction
of greater transparency to the discussion concerning
the financing of the technical infrastructure
of dialysis centres, which — as an integral part of
medical procedure — should be taken into consideration
in its valuation. The example of dialysis
therapy might be a starting point for a discussion
about the state’s function in health policy and its role
as a regulator in healthcare system in Poland.
